Colonel (ret) Anthony Moncayo, USAR will discuss his recently completed 17 month tour at Naval Station Guantanamo Bay, Cuba serving as Director, Office of Military Commissions - South, and his interaction with Joint Task Force Guantanamo Bay's detainee operations.
