DESCRIPTION:Meeting with Joe Campolo\nOn July 10\, LIMBA Chairman Ernie Fazio joined Joe Campolo\, managing partner of the law firm Campolo\, Middleton & McCormick\, LLP\, to discuss the issues facing Long Island. The discussion focused on how local businesses were trying to stay afloat during the coronavirus pandemic.\nWhen President Trump and Governor Cuomo issued executive orders to shut down the economy\, Mr. Campolo said\, his firm set up a COVID-19 hotline for business owners to call and provided them free legal advice.\nMr. Campolo credited the federal government for its quick response with the Paycheck Protection Program (PPP) to help keep businesses operating and helping them retain their staff. In fact\, his firm helped owners fill out the paperwork and get the proper resources they needed.\nWhen the first round of PPP funds was distributed\, Mr. Campolo said\, not all business that applied received loans. However\, more businesses were able to receive funding during the second round. He also said that there is talk that the federal government will provide another round of funding in the amount of $1 trillion to the hospitality sector.\nMr. Fazio asked Mr. Campolo about the pandemic’s effect on the performing arts. Mr. Campolo replied that Broadway has shut down for the rest of the year and is expected to reopen in January 2021. He added that he saw it firsthand when Stony Brook University’s Staller Center for the Arts — of which he is a board member — had to host its annual film festival virtually.\nAnother topic was the schools and if students should return. Mr. Campolo said that students returning to school would be beneficial. By attending classes in person\, he said\, students receive “an increased level of education” when they socialize with each other; they begin to understand the value of networking and relationships when attending school. It is also important for parents\, he said\, because they need to get their children to school so they can get back to work.\nMr. Fazio asked if the manufacturing industry on Long Island is making a comeback. Mr. Campolo said it is; although defense giants such as Grumman and Fairchild are no longer in operation\, there are other manufacturing companies throughout the island that support the nation’s defense. He said the pharmaceutical industry has made “huge inroads” here on Long Island.\nThe last topic addressed was the pandemic’s effect on federal\, state and local governments\, with these entities running deficits and losing tax revenue. Mr. Campolo said these governments will need to make tough financial decisions and ask themselves how to address the coming debt problem while minimizing the tax impact on residents.

Phil initiated the railroad’s Forward program – a set of strategic initiatives aimed at improving service reliability and enhancing the customer experience. Under Phil’s leadership\, Long Island Rail Road is delivering an historic $6B capital program to modernize and expand its infrastructure\, including Double Track\, Main Line Expansion\, East Side Access\, Jamaica Capacity Improvements\, new M9 fleet and Centralized Train Control. \nPhil first joined the MTA in 2017 as the Chief Operating Officer where he spearheaded initiatives focused on modernizing transportation systems through innovative technologies. These include the development of new fare payment applications and testing new signaling systems. Phil also served as the Acting President for New York City Transit leading the early efforts of the Subway Action Plan. \nPhil began his career in public service in 1983 at the New York State Department of Transportation as a Junior Engineer. He gained expertise working his way up through various groups from Structures\, Bridge Inspection\, Maintenance\, Design and Construction. At NYSDOT Phil held various positions including Construction Supervisor\, Regional Director\, Chief Engineer before his final post as Executive Deputy Commissioner. During his tenure at DOT\, Phil played a vital role improving project delivery and use of design build while delivering significant projects such as the I-81 Environmental Impact Study\, Rochester Train Station\, and construction of the new Kosciuszko and the Mario M. DESCRIPTION:Jerry Kremer served in the New York State Assembly for 13 terms from 1966 until 1988. While in the Assebly\, he helped draft the New York “Shield Law”\, which allowed journalists to refuse or reveal the sources of the information in news articles. Kremer also sponsored the “Lemon Law”\, and lobbied for the reinstatement of the Article X Power Plant Siting Law. \nDuring his term in office\, Kremer also spoke and wrote on the subjects of Truth in Lending for banks\, assistance to senior Citizens including a law mandating that seniors be notified of their eligibility for a tax break by local governments and the first state pharmaceutical distribution program\, a law requiring that LIRR employees be trained in CPR\, a law forcing gas distributors to disclose their records on all shipments and pay the corresponding tax\, and price minimum on cigarettes to counteract bootlegging. \nIn 2010\, Kremer founded Empire Government Strategies\, a government relations firm. He has served as government relations representation to Canon U.S.A.\, DMJM+Harris Engineering\, the New York State Bowling Proprietor’s Association\, the Bus Association of New York State\, Public Service Electric and Gas\, Caithness Energy\, MedReview\, the Fair Assessment Committee\, the Town of North Hempstead\, and the New York Association of Wholesale Marketers. \nKremer has spoken and written extensively about the energy industry and about energy policy in New York State and in the United States. Under Phil’s leadership\, Long Island Rail Road is delivering an historic $6B capital program to modernize and expand its infrastructure\, including Double Track\, Main Line Expansion\, East Side Access\, Jamaica Capacity Improvements\, new M9 fleet and Centralized Train Control. \nPhil first joined the MTA in 2017 as the Chief Operating Officer where he spearheaded initiatives focused on modernizing transportation systems through innovative technologies. These include the development of new fare payment applications and testing new signaling systems. Phil also served as the Acting President for New York City Transit leading the early efforts of the Subway Action Plan. \nPhil began his career in public service in 1983 at the New York State Department of Transportation as a Junior Engineer. He gained expertise working his way up through various groups from Structures\, Bridge Inspection\, Maintenance\, Design and Construction. At NYSDOT Phil held various positions including Construction Supervisor\, Regional Director\, Chief Engineer before his final post as Executive Deputy Commissioner. During his tenure at DOT\, Phil played a vital role improving project delivery and use of design build while delivering significant projects such as the I-81 Environmental Impact Study\, Rochester Train Station\, and construction of the new Kosciuszko and the Mario M. In 35 years as a reporter\, editorial writer\, columnist and PBS host\, he was a finalist for the Pulitzer Prize and won many of journalism’s other top awards\, for in-depth works on suburban politics\, education\, taxation\, housing and other key issues. Known for blending local perspectives with national trends\, he covered seven presidential campaigns and 17 national conventions. District Attorney Sini is committed to creating a culture of compliance with the highest ethical standards\, including creating the first ever Conviction Integrity Bureau in Suffolk County\, investing in new training programs for prosecutors and instituting smart prosecutions through the robust collection and analysis of data. The overall mission is to make the Office the best it can be\, seek justice in each and every case\, and ensure the safety and wellbeing of the great residents of Suffolk County. \nTo this end\, thus far\, District Attorney Sini has made over 250 personnel decisions\, recruited top talent at all levels to the Office\, overhauled the Office’s training program\, implemented smart criminal justice policies\, created new Bureaus to address the public safety issues of our time\, and dramatically increased the Office’s productivity. District Attorney Sini\, as promised during this campaign\, has focused the Office on aggressively addressing the drug epidemic\, eradicating violent street gangs such as MS-13\, combating the scourge of illegal dumping and other environmental crimes that threaten our environment and public health\, effectively confronting human trafficking\, and holding public officials accountable for their misdeeds. \nPrior to District Attorney Sini’s election\, he served as the 13th Commissioner of the Suffolk County Police Department\, which is the 11th largest police department in the nation. As Police Commissioner\, District Attorney Sini restored integrity to the leadership of the Police Department\, reduced crime to the lowest level in recorded history\, improved community relations\, and enhanced the efficiency and effectiveness of the Department through improving processes and investing in technology. \nAs Police Commissioner\, District Attorney Sini enhanced the Department’s intelligence-led policing model and made collaborating with the Department’s law enforcement and community partners a cornerstone of his administration. During Sini’s tenure as Police Commissioner\, crime was reduced to historic levels\, with violent crime decreasing more than 15% and overall crime decreasing over 12%. District Attorney Sini brought the fight against the violent street gang MS-13 to the national stage by making it a top priority of the Department. Through a multi-pronged strategy\, the Suffolk County Police Department made well over 300 arrests of MS-13 gang members in just over one year and launched innovative community intervention strategies to prevent vulnerable children from becoming involved with gangs. District Attorney Sini testified before the United States Senate and House of Representatives regarding MS-13 and successfully lobbied the Department of Justice for additional resources to combat MS-13 in Suffolk County\, including a $500\,000 grant\, which was awarded after President Donald J. Trump and Attorney General Jeff Sessions visited Suffolk County on two separate occasions. District Attorney Sini also launched several new community intervention programs\, including the innovative Preventing Incarceration Via Opportunities for Treatment (PIVOT) Program\, an alternative to arrest program whereby the Suffolk County Police Department connects those suffering from drug addiction to treatment. \nDistrict Attorney Sini also made homeland security a top priority\, launching a number of initiatives including the SCPD Shield Program\, a private public partnership to decrease Suffolk County’s vulnerability to terrorism\, active shooter scenarios and street crime. District Attorney Sini also rolled out new technology to enhance the Department’s capabilities in fighting crime\, including a new\, award-winning intelligence-led policing platform. In addition\, District Attorney Sini launched a number of initiatives to increase the efficiency of the patrol division\, allowing officers to spend more time engaged in proactive police work and community policing\, and significantly reformed the Police Department’s Internal Affairs Bureau\, making it more accountable and responsive to community concerns. \nDistrict Attorney Sini serves as a representative on the White House’s Office of Drug Control Policy New York/New Jersey Regional HIDTA Team\, where he assists in creating strategies between public health and public safety agencies to reduce opioid overdoses in the region. District Attorney Sini is also the Chairman of the Suffolk County Criminal Justice Coordinating Council\, which consists of all the stakeholders in Suffolk County’s criminal justice system. \nDistrict Attorney Sini is a graduate of the FBI’s National Executive Institute\, an elite training program for law enforcement’s national leaders\, and a graduate of the Harvard Kennedy School of Government’s Executive Education program. He is also an adjunct professor at Touro Law Center where he teaches a course on contemporary issues in policing and prosecution and a course on criminal law. \nPrior to his appointment as Police Commissioner\, District Attorney Sini served as the Assistant Deputy County Executive for Public Safety in the administration of Suffolk County Executive Steven Bellone. In this role\, he spearheaded numerous public safety initiatives\, including an innovative drug treatment program targeting Suffolk County inmates and releasees\, as well as an evidence-based gang prevention program targeting children as early as the third grade. Both programs received National Association of Counties (NACo) awards. He also led the effort\, in collaboration with the Suffolk County Sheriff\, to lift the unfunded state mandate to build a third jail in Suffolk County by developing a plan to further invest in alternative to arrest programs. \nDistrict Attorney Sini started his career in law enforcement as an Assistant United States Attorney in the Criminal Division of the U.S. Attorney’s Office for the Southern District of New York where he served under U.S. Attorney Preet Bharara. District Attorney Sini specialized in investigating and prosecuting violent crimes\, including homicides\, gang related activity and large scale narcotics cases. As a federal prosecutor\, he prosecuted hundreds of violent gang members\, hitmen\, drug traffickers\, corrupt doctors and pharmacists\, and much more. Prior to serving as an Assistant United States Attorney\, District Attorney Sini practiced law in the private sector and served as a law clerk for the Honorable William C. Conner\, a federal district court judge in the Southern District of New York\, and the Honorable Chester J. Straub\, a federal appeals court judge in the Second Circuit. \nSini is a magna cum laude graduate of both Brooklyn Law School where he earned his Juris Doctor and American University in Washington\, D.C. where he received his Bachelor of Arts degree in Political Science and a minor in Justice. Boomgaarden\, Ph.D.\, the eighth president of St. Joseph’s College of New York\, most recently served as the provost and senior vice president for academic affairs at the University of Scranton in Scranton\, Pennsylvania. Before arriving at Scranton\, he was the dean of the College of Music and Fine Arts and David P. Swanzy Distinguished Professor of Music at Loyola University New Orleans\, the only college devoted solely to the performing arts in the entire 28-university Jesuit system. \nDr. Boomgaarden is a graduate of the Eastman School of Music and the University of Vienna\, where he was a Fulbright Scholar. He also graduated from Harvard University’s Institute for Management and Leadership in Education. His teaching career has included positions at the Eastman School of Music\, Ithaca College Conservatory of Music\, St. Mary’s College in Maryland\, the Institut für Musikwissenschaft at the University of Salzburg\, Loyola University Maryland and Loyola University New Orleans. He served as chair of the music department at St. Mary’s College in Maryland\, and later as assistant to the provost. At Loyola University Maryland\, he was the assistant vice president for academic affairs and was primarily responsible for the creation of new academic programs\, assessment and faculty development. \nDr. Boomgaarden has enjoyed a long career as a performing artist. While still in high school\, he studied with Blaise Montandon at Del Mar College in Corpus Christi\, Texas. At Texas State University\, he studied piano and composition with Russell Riepe. Later\, at the Eastman School\, Dr. Boomgaarden studied with Ellen Martin and Thomas Donohue. He has performed at master classes with Gustav Leonhardt and Paul Badura-Skoda\, and continues to perform frequently as a soloist and accompanist in Europe and the United States. Most recently\, he performed Johann Sebastian Bach’s complete Goldberg Variations in Baltimore\, Maryland; Corpus Christi\, Texas; and New Orleans. He also performed a cycle of Chopin’s Mazurkas for Loyola’s Alumni College events. His most recent performances included an all-Chopin recital of Mazurkas\, Nocturnes\, Preludes and Waltzes\, as well as a special concert broadcast on WVIA’s “Simply Grand” artist series. \nDr. Boomgaarden is a noted historian of opera\, music aesthetics and harmonic theory. His writings include his book on the interrelationships between philosophy and music\, “Musical Thought in Eighteenth-Century Britain and Germany\,” and articles in The “New Grove Dictionary” and “The New Grove Dictionary of Opera\,” as well as the “British Dictionary of National Biography”. He has published articles and reviews in many scholarly journals\, including the Journal of Musicological Research\, Journal of Music Theory\, Ad Parnassum and the Journal of Education and Learning. Dr. Boomgaarden’s writing has also been published in a number of popular journals and magazines\, such as Opera Today and The Chronicle of Higher Education.

DESCRIPTION:Marc Herbst is the Executive Director of the Long Island Contractors’ Association\, Inc. (LICA)\, a nationally regarded advocacy organization that seeks increased funding of our region’s infrastructure. As the association’s chief executive officer he is responsible for the daily administration of programs and services offered to LICA’s more than 150 member firms that create thousands of construction jobs within a bi-county area. Mr. Herbst also serves as Vice President of the New York Roadway and Infrastructure Coalition (NYRIC) and is a Past Chairman of the Council of State Executives for the American Road and Transportation Builders Association (ARTBA). \nMr. Herbst is also active is various business and labor organizations. He is a member of the economic development and infrastructure committee for the Long Island Association\, the region’s chamber of commerce\, and also serves as a member of Governor Andrew Cuomo’s Long Island Regional Economic Development Council’s infrastructure subcommittee. In addition\, Mr. Herbst is an employer trustee for several labor benefit trust funds\, such as Laborers Local No. 1298\, Operating Engineers Local No. 138\, and Teamsters Local No. 282. \nMr. Herbst joined the association in 2006 after serving the New York State Thruway Authority as its Director of Transportation Planning and Environmental Services. In that position he also served as the Executive Project Manager for the planning study to the new Tappan Zee Bridge now under construction between Rockland and Westchester Counties. \nWhile representing part of Long Island in the New York State Legislature for five terms\, former Assemblyman Herbst concentrated his efforts in his field of expertise\, serving as the ranking member of the Assembly Transportation Committee. He also served as a member of the Metropolitan Transportation Authority’s Capital Review Board and as a member of the Long Island Commission on Critical Transportation Choices. \nMr. Herbst has been recognized professionally and personally\, honored as the “2010 Construction Executive of the Year” for his contributions and leadership as the chief executive officer of LICA\, and was named the Hicksville Chamber of Commerce “2002 Citizen of the Year.” His community and charitable work includes service as a board member of the United Way of Long Island\, a Long Island trustee of Molloy College’s Energeia Partnership\, the president of the Hicksville Community Council\, that community’s umbrella organization of all clubs and organizations\, as well as the president of the Hicksville Library Board. \nHerbst\, who holds a Master’s of Divinity from St. Bernard’s School of Theology and Ministry\, Rochester\, NY\, is an ordained minister and presides as pastor of the Church of Our Saviour\, Lutheran in Manhasset. He had previously served as the Chief of Staff to the New York Metropolitan Region’s Lutheran Bishop\, responsible for implementing a strategic plan for its 200 ministry sites. SUMMARY:Assemblyman Steve Englebright - Is Our Environmental House in Order?
DESCRIPTION:In the early 1980s\, Steve Englebright helped lead the effort to preserve the Long Island Pine Barrens and is credited with articulating the connection between the preservation of the Pine Barrens ecosystem and protection of the sole source aquifer which it overlays as a public health imperative to safeguard the drinking water of 1.5 million people. His interest in the interface between science and society in the policy area of public health led him to public elected office where he has served in the Suffolk County Legislature and the New York State Assembly. \nAs the only natural scientist in the State Legislature\, Steve Englebright’s ability to translate technical concepts and findings into meaningful public policy has enabled him to craft policy that has relevance to our lives and health. As the Legislature’s leading proponent for the use of clean\, renewable energy\, Englebright authored New York’s first solar and wind net-metering laws in the 1990s and successfully pushed in 2008 for the expansion of solar net-metering to include all utility customer classes. These laws now provide the necessary foundation on which to ramp up New York’s renewable energy production. \nIn February 2015\, Assemblyman Englebright was appointed Chair of the Assembly Committee on Environmental Conservation. His environmental priorities include advancing policy and budgetary initiatives to improve the quality of our air and waters\, open space preservation\, recycling and sustainability\, and ramping up our efforts on the state level to reduce greenhouse gas emissions and combat the impacts of climate change including sea level rise\, ocean acidification\, and future extreme weather events.\nSteve Englebright is on the faculty of the Sustainability Studies Program at Stony Brook University. He received his BS from the University of Tennessee in 1969 and an MS in Geology (Paleontology/Sedimentology) from Stony Brook. \nAssemblyman Englebright has been on the forefront on environmental issues for as long as he has been in elected office.

The Town’s Quality of Life Task Force has resulted in a crackdown on businesses\, homes and landlords that do not follow the Town Code. Other critical functions of the Task Force include eradicating abandoned homes and illegal activities such as drug use and alcohol sales to minors\, as well as identifying and keeping tabs on sex offenders. \nSupervisor Schaffer is also committed to protect taxpayers through fiscally responsible management. When Supervisor Schaffer was first elected\, the Town of Babylon had the lowest bond rating on Long Island. Thanks to responsible leadership\, Babylon recently earned its first AAA rating from Moody’s Investment Services\, the highest rating offered. \nThe foundation for the Town’s turnaround was Supervisor Schaffer’s efforts to create a commercial garbage district for the town. This initiative saved tens of millions of taxpayer dollars\, eliminated corruption by garbage cartels\, and created a revenue stream to invest into critical long-term projects. These include major overhauls in town parks and a focus in transit-oriented development. \nThe Town of Babylon has constructed important amenities for residents\, including new marinas\, spray parks and other outdoor facilities. The town is also working on revitalizing many of its downtown areas including creating transit oriented developments in Wyandanch\, Copiague and East Farmingdale as well as identifying and planning mini main street improvements in Deer Park\, West Babylon\, North Lindenhurst\, North Babylon\, Wheatley Heights and North Amityville. \nBorn on November 19\, 1963\, Rich Schaffer graduated from North Babylon High School in 1981\, attended SUNY Albany\, where he earned a B.A. in Political Science\, and attended Brooklyn Law School and passed the New York Bar Examination in 1992. \nProfessionally\, Supervisor Schaffer was elected to the Suffolk County Legislature in 1988\, 1989 and 1991\, before resigning the office to become Town of Babylon Supervisor the following year. Schaffer was sworn into office on his 29th birthday in 1992\, the youngest to serve as the town’s executive in the twentieth century. His first term as Supervisor lasted through 2001. \nWhen the position of Town Supervisor was made vacant in 2011 following then-Supervisor Steve Bellone’s victory as Suffolk County Executive\, Schaffer was unanimously appointed to fill the role by the Town Board. He won re-election in 2012\, 2013\, and most recently 2017\, receiving over 70% of the vote in each election. Supervisor Schaffer is the longest-serving Town Supervisor in Babylon’s history with his most recent stint. \nWithin months of returning to Town Hall\, the South Shore was devastated by Superstorm Sandy. Assisting residents in rebuilding their homes and businesses was one of Supervisor Schaffer’s earliest tasks\, which he continues to do to this day. In doing so\, Supervisor Schaffer has created lasting partnerships with the Lindenhurst\, Amityville and Babylon Village governments to better serve constituents in those areas. \nSupervisor Schaffer owns a home in North Babylon and has served as Chairman of the Suffolk County Democratic Committee since September\, 2000.

DESCRIPTION:Over thirty-nine years ago\, George Gorman began his career at Jones Beach State Park as a seasonal park worker.  He did not expect this summer job to be a lifetime career within the New York State Office of Parks\, Recreation and Historic Preservation but it became just that.  He returned to Jones Beach as a summer seasonal worker thereafter.  During his fourth summer\, he accepted a permanent position and rose through the ranks to become the Director of Operations at Jones Beach.    His responsibilities included overseeing over 400 employees and managing the day to day operations of the park including crisis management. \nIn 1990\, he accepted the position of Director or Recreational Services for the Long Island State Park Region.  His responsibilities included\, oversight of several units within Regional Headquarters and overring all recreational programs which attracted over One Million park visitors.  He was also designated the media spokesperson for the Long Island Region. \nIn 2003\, Mr. Gorman was promoted to Director of Operations for the Long Island Region and today his title is Regional Director overseeing 32 State Parks and over 2\,300 employees with an annual visitation of 25 Million. \nMr. Gorman believes serving the public well was critical to his success and the success of the agency\, he decided to focus on customer services and created bigger and better programs for the park visitor’s enjoyment. The Long Island State Park Region has successfully enhanced smaller programs and added larger annual programs such as the Bethpage Air Show at Jones Beach and Sterling Bank July 4th Firework Spectacular.

She will discuss the importance of the Census. \nThe founding Fathers thought this data\, called the census\, was so important they mandated it as part of the Constitution. The first census after the American Revolution was taken in 1790\, under Secretary of State Thomas Jefferson. There have been 22 federal censuses since that time. \nEvery ten years\, the U.S. Census Bureau tallyies up all the people living in the United States and records basic information such as age\, sex\, and race. Census figures are based on actual counts of persons dwelling in the U.S. including citizens\, non-citizen legal residents\, non-citizen long-term visitors and undocumented immigrants. \nThe census ensures that each community gets the right number of representatives in government. Because representation is based on population\, an up-to-date tally is essential. The census also helps with the equitable distribution of public funds\, as federal and state funding for things like educational programs\, healthcare\, law enforcement and highways is allocated in part based on population.

On June 15\, 2016\, Commissioner Reardon was unanimously confirmed by the New York State Senate. \nPreviously\, Commissioner Reardon served as President of the American Federation of Television and Radio Artists (AFTRA) from 2007-2012. She was the founding Co-President of SAG-AFTRA\, a 165\,000-member union for the entertainment industry\, when the Screen Actors Guild (SAG) merged with AFTRA in 2012. After stepping down from that position in late 2013\, Commissioner Reardon consulted for the AFL-CIO as Special Liaison for Common Sense Economics. She also taught in the Cornell/CUNY Labor Relations Certificate program. \nCommissioner Reardon is a former member of the Board of Trustees for the AFTRA Health and Retirement Fund\, as well as the New York City Labor Council. She has been honored with the Jewish Labor Committee’s 2009 Human Rights Award as well as the New York City Central Labor Council’s 2012 Award for Service to the Labor Movement and was a recipient of the Cornell ILR School\, Union Leadership Institute’s 2017 Change Maker Award. \nCommissioner Reardon graduated from the Cornell Industrial and Labor Relations School’s New York State AFL-CIO/Cornell Union Leadership Institute and holds a Bachelor of Arts from the University of Wyoming. She is a Worker Institute Fellow at Cornell University and sits on the Board of Trustees for the Actors Fund of America.
