DESCRIPTION:Supervisor Lupinacci assumed the position as the Town’s chief administrative and fiscal officer after spending five years as a member of the New York State Assembly\, representing a district that included the western half of the Town of Huntington and part of the Town of Babylon. Supervisor Lupinacci’s priorities as an Assembly member were the creation of new jobs and the retention of existing ones. His career with Brooklyn Union Gas started in 1958. \nRobert B. Catell is an accomplished global energy industry leader and is the recipient of the 2009 United States Energy Award. Bob Catell exemplifies the type of individual so heavily deserving of the recognition for which this award was designed. \nBob Catell began his career at Brooklyn Union Gas\, a small regional gas distribution utility that he built into one of the largest electric power/natural gas companies in the United States. He also orchestrated the merger of KeySpan Energy with National Grid\, a strategic more to foster the growth of a world-scale energy company. \nBob Catell is a past Chairman of the Board of Directors of the United States Energy Association\, having previously served as Vice Chairman and as a Director\, and as both a Chairman and member of various USEA committees. He served as a Vice Chairman of the Organizing Committee of the 17th Congress of the World Energy Council\, held in Houston in 1998. \nHe also has served the energy industry in several prominent leadership roles\, including as Chairman of the American Gas Association; Vice Chairman of the National Petroleum Council’s Natural Gas Committee; and as Director of the Edison Electric Institute\, the Energy Association of New York and the New York State Energy Research & Development Authority. DESCRIPTION:Meeting with Joe Campolo\nOn July 10\, LIMBA Chairman Ernie Fazio joined Joe Campolo\, managing partner of the law firm Campolo\, Middleton & McCormick\, LLP\, to discuss the issues facing Long Island. The discussion focused on how local businesses were trying to stay afloat during the coronavirus pandemic.\nWhen President Trump and Governor Cuomo issued executive orders to shut down the economy\, Mr. Campolo said\, his firm set up a COVID-19 hotline for business owners to call and provided them free legal advice.\nMr. Campolo credited the federal government for its quick response with the Paycheck Protection Program (PPP) to help keep businesses operating and helping them retain their staff. In fact\, his firm helped owners fill out the paperwork and get the proper resources they needed.\nWhen the first round of PPP funds was distributed\, Mr. Campolo said\, not all business that applied received loans. However\, more businesses were able to receive funding during the second round. He also said that there is talk that the federal government will provide another round of funding in the amount of $1 trillion to the hospitality sector.\nMr. Fazio asked Mr. Campolo about the pandemic’s effect on the performing arts. Mr. Campolo replied that Broadway has shut down for the rest of the year and is expected to reopen in January 2021. He added that he saw it firsthand when Stony Brook University’s Staller Center for the Arts — of which he is a board member — had to host its annual film festival virtually.\nAnother topic was the schools and if students should return. Mr. Campolo said that students returning to school would be beneficial. By attending classes in person\, he said\, students receive “an increased level of education” when they socialize with each other; they begin to understand the value of networking and relationships when attending school. It is also important for parents\, he said\, because they need to get their children to school so they can get back to work.\nMr. Fazio asked if the manufacturing industry on Long Island is making a comeback. Mr. Campolo said it is; although defense giants such as Grumman and Fairchild are no longer in operation\, there are other manufacturing companies throughout the island that support the nation’s defense. He said the pharmaceutical industry has made “huge inroads” here on Long Island.\nThe last topic addressed was the pandemic’s effect on federal\, state and local governments\, with these entities running deficits and losing tax revenue. Mr. Campolo said these governments will need to make tough financial decisions and ask themselves how to address the coming debt problem while minimizing the tax impact on residents.

DESCRIPTION:Phil Eng is the President of the MTA Long Island Rail Road\, the largest commuter railroad in the nation serving over 89 million rides a year. Phil initiated the railroad’s Forward program – a set of strategic initiatives aimed at improving service reliability and enhancing the customer experience. Under Phil’s leadership\, Long Island Rail Road is delivering an historic $6B capital program to modernize and expand its infrastructure\, including Double Track\, Main Line Expansion\, East Side Access\, Jamaica Capacity Improvements\, new M9 fleet and Centralized Train Control. \nPhil first joined the MTA in 2017 as the Chief Operating Officer where he spearheaded initiatives focused on modernizing transportation systems through innovative technologies. These include the development of new fare payment applications and testing new signaling systems. Phil also served as the Acting President for New York City Transit leading the early efforts of the Subway Action Plan. \nPhil began his career in public service in 1983 at the New York State Department of Transportation as a Junior Engineer. He gained expertise working his way up through various groups from Structures\, Bridge Inspection\, Maintenance\, Design and Construction. At NYSDOT Phil held various positions including Construction Supervisor\, Regional Director\, Chief Engineer before his final post as Executive Deputy Commissioner. During his tenure at DOT\, Phil played a vital role improving project delivery and use of design build while delivering significant projects such as the I-81 Environmental Impact Study\, Rochester Train Station\, and construction of the new Kosciuszko and the Mario M. Cuomo Bridge bridges. \nHe earned his Bachelor of Engineering at Cooper Union and is a member of the American Society of Civil Engineers. Phil is a native Long Islander\, and currently resides with his wife\, Carole\, and their four children in Smithtown.
