Boomgaarden\, Ph.D.\, the eighth president of St. Joseph’s College of New York\, most recently served as the provost and senior vice president for academic affairs at the University of Scranton in Scranton\, Pennsylvania. Before arriving at Scranton\, he was the dean of the College of Music and Fine Arts and David P. Swanzy Distinguished Professor of Music at Loyola University New Orleans\, the only college devoted solely to the performing arts in the entire 28-university Jesuit system. \nDr. Boomgaarden is a graduate of the Eastman School of Music and the University of Vienna\, where he was a Fulbright Scholar. He also graduated from Harvard University’s Institute for Management and Leadership in Education. His teaching career has included positions at the Eastman School of Music\, Ithaca College Conservatory of Music\, St. Mary’s College in Maryland\, the Institut für Musikwissenschaft at the University of Salzburg\, Loyola University Maryland and Loyola University New Orleans. He served as chair of the music department at St. Mary’s College in Maryland\, and later as assistant to the provost. At Loyola University Maryland\, he was the assistant vice president for academic affairs and was primarily responsible for the creation of new academic programs\, assessment and faculty development. \nDr. Boomgaarden has enjoyed a long career as a performing artist. While still in high school\, he studied with Blaise Montandon at Del Mar College in Corpus Christi\, Texas. At Texas State University\, he studied piano and composition with Russell Riepe. Later\, at the Eastman School\, Dr. Boomgaarden studied with Ellen Martin and Thomas Donohue. He has performed at master classes with Gustav Leonhardt and Paul Badura-Skoda\, and continues to perform frequently as a soloist and accompanist in Europe and the United States. Most recently\, he performed Johann Sebastian Bach’s complete Goldberg Variations in Baltimore\, Maryland; Corpus Christi\, Texas; and New Orleans. He also performed a cycle of Chopin’s Mazurkas for Loyola’s Alumni College events. His most recent performances included an all-Chopin recital of Mazurkas\, Nocturnes\, Preludes and Waltzes\, as well as a special concert broadcast on WVIA’s “Simply Grand” artist series. \nDr. Boomgaarden is a noted historian of opera\, music aesthetics and harmonic theory. His writings include his book on the interrelationships between philosophy and music\, “Musical Thought in Eighteenth-Century Britain and Germany\,” and articles in The “New Grove Dictionary” and “The New Grove Dictionary of Opera\,” as well as the “British Dictionary of National Biography”. He has published articles and reviews in many scholarly journals\, including the Journal of Musicological Research\, Journal of Music Theory\, Ad Parnassum and the Journal of Education and Learning. Dr. Boomgaarden’s writing has also been published in a number of popular journals and magazines\, such as Opera Today and The Chronicle of Higher Education.

He was responsible for all governmental and community activities of the\nAssociation. Mr. Pally was associated with the LIA since August 1985 when he was appointed Director of\nLegislative and Economic Affairs. Established in 1926\, the LIA is the region’s largest business and civic\norganization with more than 3\,000 member firms and organizations employing more than 400\,000 people.\nPrior to his service with the LIA\, Mr. Pally held a number of positions in the New York State Legislature. From 1983 to 1985\, Mr. Pally was the Chief\nCounsel to the Committee and the Commission. DESCRIPTION:See this page for meeting recap & video \nJim Gaughran is the State Senator for the 5th district\, covering the North Shore of Long Island. A practicing attorney\, he has decades of experiences as a public official serving the people of Long Island. \nAt the age of 26\, Jim was elected to the Huntington Town Board in 1983\, becoming the youngest Councilman in the history of his town. As a member of the Town Board\, he wrote one of the State’s first ethics laws requiring local officials to disclose all sources of outside income and exposing any possible conflicts of interest. \nAs Councilman\, he ended decades of corrupt garbage collection practices by creating municipal solid waste districts\, authored numerous zoning and environmental laws to protect environmentally sensitive areas and\, as the lone Democrat\, became fiscal watchdog over budgetary issues. \nIn 1987\, Jim was elected to the Suffolk County Legislature representing the 17th Legislative District in the Town of Huntington. As a legislator\, he authored a Charter Amendment taking away the Legislature’s ability to amend the Capital Budget anytime they wanted for pet projects. This Amendment was received with overwhelming support by the voters in a public referendum\, and helped reduce Suffolk’s debt for years after. \nAs Chair of the Public Safety Committee\, he reformed the Suffolk County Police Department with new community-oriented police policies and he co-sponsored the Suffolk Water Protection Act\, which led to preserving the Central Pine Barrens and other critical watershed areas in Suffolk County. \nFrom 2008 until his election to the New York State Senate\, Jim served as both Chair and member of the Suffolk County Water Authority. Jim implemented smart management practices which reduced the payroll by 6% in 4 years\, resulting in the Authority having a high bond rating of AAA issued by Fitch and Standard and Poors. \nIn 1987\, Jim married his wife\, Carol\, a Library Media Specialist. The Gaughran’s have a daughter\, Kaitlin\, a graduate of George Washington University and a son\, Michael\, a graduate of Whittier College. \nJim was raised in Dix Hills where he graduated from Half Hollow Hills High School. He has spent most of his life in Suffolk County and currently resides with his wife in Northport. He has a Juris Doctorate degree from Hofstra Law School and a Bachelors degree from SUNY Stony Brook.

He also orchestrated the merger of KeySpan Energy with National Grid\, a strategic more to foster the growth of a world-scale energy company. \nBob Catell is a past Chairman of the Board of Directors of the United States Energy Association\, having previously served as Vice Chairman and as a Director\, and as both a Chairman and member of various USEA committees. He served as a Vice Chairman of the Organizing Committee of the 17th Congress of the World Energy Council\, held in Houston in 1998. \nHe also has served the energy industry in several prominent leadership roles\, including as Chairman of the American Gas Association; Vice Chairman of the National Petroleum Council’s Natural Gas Committee; and as Director of the Edison Electric Institute\, the Energy Association of New York and the New York State Energy Research & Development Authority. DESCRIPTION:Meeting with Joe Campolo\nOn July 10\, LIMBA Chairman Ernie Fazio joined Joe Campolo\, managing partner of the law firm Campolo\, Middleton & McCormick\, LLP\, to discuss the issues facing Long Island. The discussion focused on how local businesses were trying to stay afloat during the coronavirus pandemic.\nWhen President Trump and Governor Cuomo issued executive orders to shut down the economy\, Mr. Campolo said\, his firm set up a COVID-19 hotline for business owners to call and provided them free legal advice.\nMr. Campolo credited the federal government for its quick response with the Paycheck Protection Program (PPP) to help keep businesses operating and helping them retain their staff. In fact\, his firm helped owners fill out the paperwork and get the proper resources they needed.\nWhen the first round of PPP funds was distributed\, Mr. Campolo said\, not all business that applied received loans. However\, more businesses were able to receive funding during the second round. He also said that there is talk that the federal government will provide another round of funding in the amount of $1 trillion to the hospitality sector.\nMr. Fazio asked Mr. Campolo about the pandemic’s effect on the performing arts. Mr. Campolo replied that Broadway has shut down for the rest of the year and is expected to reopen in January 2021. He added that he saw it firsthand when Stony Brook University’s Staller Center for the Arts — of which he is a board member — had to host its annual film festival virtually.\nAnother topic was the schools and if students should return. Mr. Campolo said that students returning to school would be beneficial. By attending classes in person\, he said\, students receive “an increased level of education” when they socialize with each other; they begin to understand the value of networking and relationships when attending school. It is also important for parents\, he said\, because they need to get their children to school so they can get back to work.\nMr. Fazio asked if the manufacturing industry on Long Island is making a comeback. Mr. Campolo said it is; although defense giants such as Grumman and Fairchild are no longer in operation\, there are other manufacturing companies throughout the island that support the nation’s defense. He said the pharmaceutical industry has made “huge inroads” here on Long Island.\nThe last topic addressed was the pandemic’s effect on federal\, state and local governments\, with these entities running deficits and losing tax revenue. Mr. Campolo said these governments will need to make tough financial decisions and ask themselves how to address the coming debt problem while minimizing the tax impact on residents.

DESCRIPTION:Phil Eng is the President of the MTA Long Island Rail Road\, the largest commuter railroad in the nation serving over 89 million rides a year. Phil initiated the railroad’s Forward program – a set of strategic initiatives aimed at improving service reliability and enhancing the customer experience. Under Phil’s leadership\, Long Island Rail Road is delivering an historic $6B capital program to modernize and expand its infrastructure\, including Double Track\, Main Line Expansion\, East Side Access\, Jamaica Capacity Improvements\, new M9 fleet and Centralized Train Control. \nPhil first joined the MTA in 2017 as the Chief Operating Officer where he spearheaded initiatives focused on modernizing transportation systems through innovative technologies. These include the development of new fare payment applications and testing new signaling systems. Phil also served as the Acting President for New York City Transit leading the early efforts of the Subway Action Plan. \nPhil began his career in public service in 1983 at the New York State Department of Transportation as a Junior Engineer. He gained expertise working his way up through various groups from Structures\, Bridge Inspection\, Maintenance\, Design and Construction. At NYSDOT Phil held various positions including Construction Supervisor\, Regional Director\, Chief Engineer before his final post as Executive Deputy Commissioner. During his tenure at DOT\, Phil played a vital role improving project delivery and use of design build while delivering significant projects such as the I-81 Environmental Impact Study\, Rochester Train Station\, and construction of the new Kosciuszko and the Mario M. Cuomo Bridge bridges. \nHe earned his Bachelor of Engineering at Cooper Union and is a member of the American Society of Civil Engineers. Phil is a native Long Islander\, and currently resides with his wife\, Carole\, and their four children in Smithtown.
